DeepSVDD implementation

Hello, Many thank for the library, it is amazing! However, I found that some models don't exist. One of if is Deep One-Class Classifier. I have already developed the basic one with one-class and soft-boundary methods. I have also done the AE version in One model which shares encoder weights with OC-SVDD.

Is it fine to PR the model and check its corecctnes?
