Update Sidebars example to fix dividers and rendering on Chrome

Fixes #33748 (closed), closes #33753.

Couple things were happening with the existing Sidebars example:

  • The tooltip issue reported in #33748 (closed).
  • The dividers and content were not behaving correctly in Chrome (but where in Safari and mobile Safari).

This PR fixes both of these issues and addresses some small refactoring of the flex-shrink styles into utilities in the HTML.
