Dashboard updates

Merged Mark Otto requested to merge dashboard into v4-dev
  • Fixes horizontal scroll by adding .w-100 to the <canvas> chart.
  • Revamps the navbar and sidebar CSS to fix bug with IE and Firefox where parts of the nav or sidebar were inaccessible.

Fixes #25415 (closed), fixes #25587 (closed), fixes #25684 (closed), closes #25959 (closed), and should close #25905 (closed).

Also closes #25720 as this supersedes that fix.
