Window manager notifications were turned off with PR #382 commit ea80c6d6
I'm running Fedora 31 and this is no longer a problem so maybe notifications should be turned on again. However, #335 (closed) is about disabling notifications so maybe notifications should remain off.
I rather like the notifications, so I'm putting in this PR so that the issue can be considered.
