Pull in dependencies from cdn.mathjax.org/mathjax/contrib

As per F2F, we will make a bug fix release to remove the dependencies on third party extension.

This consists of

• Martin's mhchem v3
• our MathJax accessibility extension, cf also https://github.com/mathjax/MathJax-a11y/milestone/2
