Addresses #96 Mostly just upkeep of the formatting.
changes:
- Renamed LANGUAGES.md TRANSLATIONS.md
- Translated the opening paragraph (could use a double check, though I feel confidant)
- Added a marker that external links were not to translated pages
- misc. formatting fixes to bring closer to what the main looks like
