Districts highlighting on transition

Describe the bug On going back from the state map to the country map, the districts of the state are highlighted for a brief moment. Looks trippy.

To Reproduce Steps to reproduce the behavior:

1. Click on any state in the table.
2. Hover over any of it's districts.
3. Hover back to the state's row.

Expected behavior No highlighting should happen.
