Timeseries scale modes are not persisted for state pages

Describe the bug The switches for scale mode for time-series on the state pages keep resetting on refreshing the page or when re-opening the page. I have to change them according to my preference over and over.

Note: This issue was fixed for the home page time-series via #904. Same changes can be done for the state page as well.

To Reproduce Steps to reproduce the behavior:

Go to any of the state pages.
Change the time-series scale mode according to your preference.
Refresh the page / close and reopen the browser tab.
Observe that the scale mode reverted to the default / original setting.

Expected behavior The scale modes in state pages should be persisted, like it is done for the home page.
