Use FFmpeg native function in Packet._rebase_time()

Overview
When I was investigating another issue of my code, I saw that you have a line of comment at L78 of packet.pyx
saying:
# TODO: Isn't there a function to do this?
which questions whether there is a function to rescale pts
, dts
and duration
values of the packet for the output stream, and the answer is yes, the function av_packet_rescale_ts()
defined at L713 of avpacket.c
from libavcodec
does exactly the same thing. Therefore, it's probably best to replace the code between L80 and L94 with the native function from FFmpeg.
However, I didn't see that this function is exposed in the wrapped C functions, so this may need to be implemented first.
