Java layer:

Adds format getter and setter in our java classes
Adds fromModel + fromProperty methods in PerlClientCodegen to ensure that it is not impacted by the format addition

Python-experimental:

Removes unused python-experimental java code
Uses format info rather than isX booleans in python-experimental templates
Isolates formatting base classes from the type base classes in python-experimental, which allows the use of AnyType + format mixins
Int32Base, Int64Base, Float32Base, and Float64Base mixins updated to add min/max format validation
Adds AnyTypeAndFormat model to test AnyType + format constraints
adds tests of AnyTypeAndFormat except for format binary
