DrMi#1481: switch CMP0022 policy to NEW

Switches CMP0022 cmake policy to NEW and adds the compatibility flag EXPORT_LINK_INTERFACE_LIBRARIES to install(EXPORT) and export() calls.

Fixes DynamoRIO/drmemory/issues/1481
