i#1557: cmake disallows LOCATION target property, CMP0026

Merged Hendrik Greving requested to merge i1557-cmake-cmp0026 into master

Incremental re-factoring, eliminating uses of LOCATION, but not all of them. Reading the target property is replaced by $<TARGET_FILE:target> and file(GENERATE ..) of the former.
