i#2167 shrink pdbs: use space-saving linker options globally

Merged Derek Bruening requested to merge i2167-shrink-binaries into master

Sets the linker options "/opt:ref /opt:icf /pdbcompress" globally to shrink binary and pdb sizes on Windows.

Sets these linker options for clients as well.
