Private Linux loader should read /etc/ld.so.config

Split from #460 (closed). Currently DR's private loader has a hardcoded list of paths for a simple emulation of reading /etc/ld.so.conf. This has caused some problems on new platforms. We may want to just implement reading of the config file and its includes.
